Abstract
This chapter will discuss one of the projects mentioned by Roland and Haugland in Chapter 26: the Mexican ILUMEX project. This project has been set up by a cooperative action of the Mexican government, the Norwegian government and the Global Environment Facility (GEF), and aims to replace 1.7 min incandescent light bulbs with energy saving fluorescent light bulbs (these include compact and circular fluorescent light bulbs, in this chapter indicated by CFL). The project can provide valuable experience for the setting up of future Л projects, as it is currently recognized as a Л simulation project: i.e. a project that has already been initiated and which can, because of the similarities with Л, be viewed from a Л perspective.
This chapter is based on a document of the World Bank/GEF, 1994. Report No. 12448-ME, composed by Luis Luzuriaga (Principal Power Engineer, Task Manager), Richard Clifford (Financial Analyst), Rudolf Van Puymbroeck (Legal counsel), Luis Cosenza (Power Engineer, Consultant) and included John Skjelvic and Rolf Selrod, representing the government of the Kingdom of Norway.
