Abstract
The availability of sufficient amounts of energy is, next to financial investments, one of the many developmental concerns of Developing Countries (DCs). Although the DCs are fortunately endowed with sufficient indigenous energy resources, they must pay careful attention to consumption, production and availability of energy. As stated by the ASEAN Heads of Government, in their 1992 Singapore Declaration, this especially applies for the six South-East Asian countries (ASEAN countries[) in the economically active Asia-Pacific region:
ASEAN recognizes that sustained economic growth requires considerable inputs of energy. As member states continue to industrialize and strengthen their industrial base, ASEAN shall focus and strengthen cooperation in energy security, conservation and the search for alternative fuels.
