Abstract

By far the most persistent problem in West European societies in the eighties has been the high unemployment rate. At the start of the decade the average standardized unemployment rate in the twelve EC countries was 5.8%.1 By 1985 the unemployment rate had risen to 10.8%. At the end of the decade, in 1989, the unemployment rate in the twelve EC countries was still above the unemployment rate at the start of the decade: 9.0%. Within the EC The Netherlands was one of the hardest hit countries with unemployment rates above EC average. Between 1982 and 1985 the standardized unemployment rate in The Netherlands was between 10 and 12%.
