Abstract
The evolution of the debate on the relationships between civil and military R&D has developed apace during the past decade. The debate has moved in the UK in the last two years firmly into the political arena, and this may now portend major changes in the manner and conduct of this long standing relationship. There can be no doubt, given the importance and gravity of likely decisions, that Industry feels that the process of moving forward must be both cautious and thoughtful. It is all too easy to oversimplify what are extremely complex processes, and it is encouraging that senior UK study groups have set reasonable timetables in which to consider the problems in some depth. The further aspect is that to develop a full understanding itself raises fundamental issues for the UK economy.
