Abstract
The Secretary-General of an international organisation, sitting spiderlike in the middle of a complicated web of mechanisms, naturally looks upon it with a different eye from that of participating Governments, Parliamentarians, or the Press. He is, or ought to be, interested mainly in tangible results, and that for him should mean the fulfilment of statutory aims. In the case of the Council, the main statutory aim is greater unity amongst its member States, now eighteen in number.
Mr. Peter Smithers was Secretary-General of the Council of Europe from 1964 to 1969.
