Zusammenfassung
Am Ende des achtzehnten Jahrhunderts, zur gleichen Zeit, als man sich in der alten Welt rationalistischen Betrachtungen hingab und sich in Champagnerreden über das Wünschenswerte und die Möglichkeit einer Staatengemeinschaft erging, die zuerst Europa und danach die ganze Welt umfassen sollte, hatten jenseit des Ozeans allerlei ökonomische und politische Faktoren unter Leitung eines praktischen, angelsächsischen Geistes eine solche internationale Organisation zu bleibender Wirklichkeit gemacht1).
