Abstract

Is is said that a one-sentence minute from the Prime Minister was circulating round all the ministries of Whitehall in the late spring of 1961: “What has changed since we decided to stay out?” What, indeed?

He was formerly a member of the economic affairs section of the Council of Europe Secretariat. His little book “Britain and the Common Market” published in the late summer of 1961 received very favourable notice.
