Abstract

Dr. van Veen asked me to add a chapter about the 1953 flood. Though several years have passed, the consequences of this flood continue to demand an exces­sive amount of energy from the Waterstaat engineers for the future protection of the Netherlands.

We must confess now that Dr. Cassandra does not really exist; he was nobody else but Dr. van Veen himself. Introducing this imaginary expert the author got the opportunity to launch his critical remarks about fundamental affair belonging to the safety against the sea, without coming into conflict with the Waterstaat Authority.
