Abstract

The President — Mr. Antoine Guitton points out to the Minister for Foreign Affairs: (i) that France is the only one of the fifteen Council of Europe countries not to have ratified the European Convention on Human Rights and Fundamental Freedoms, which she signed with the other member States on 4th November 1950 and which came into force on 3rd September 1953; (2) that the Laniel Government in 1953 and Guy Mollet Government in 1956 tabled ratifying Bills: (3) that the Foreign Affairs Committee voted in favour of ratification by 26 to o, the 10 abstentions being on the part of Communists. Mr. Guitton asks the Minister why, in spite of solemn pledges repeatedly given to the Foreign Affairs Committee, the ratifying Bill has not yet been tabled.

Résumé

M. le Président. — M. Antoine Guitton rappelle à M. le Ministre des affaires étrangères que: I. la France est le seul des quinze pays appartenant au Conseil de l’Europe à n’avoir pas ratifié la Convention européenne des Droits de l’Homme et des Libertés fondamentales qu’elle a pourtant signée avec les autres Etats membres, le 4 novembre 1950, et qui est entrée en vigueur le 3 septembre 1953; 2. les gouvernements de M. Laniel en 1953 et de M. Guy Mollet en 1956 avaient déposé des projets de loi tendant à faire ratifier par le Parlement français cette convention; 3. qu’un vote favorable avait été acquis en commission des affaires étrangères en faveur de la ratification par 26 voix pour, contre zéro, les 10 abstentions représentant les voix communistes. Il lui demande pourquoi, malgré des engagements réitérés et solennels donnés devant la commission des affaires étrangères, le projet de loi de ratification n’a pas encore été déposé.
