Attention is also drawn to Order No. 160 (1960) adopted by the Consultative Assembly on 29th April 1960 whereby the Legal Committee was instructed to examine the desirability of drawing up either a new Convention or another Protocol to the existing Convention on Human Rights designed to secure the protection and development of local government. Order No. 160 was examined by the Legal Committee’s Sub-committee No. 12 (Human Rights) on 23rd June and 27th August 1960. On 27th August and 5th December 1960, the Legal Committee’s Sub-committee No. 8 (Minorities) examined a draft Order relating to a proposed additional Protocol to the Convention to guarantee the rights of national minorities.

Pour être complet, il convient encore de signaler que le 29 avril 1960, l’Assemblée Consultative a adopté la Directive No. 16o (1960) chargeant la Commission Juridique d’examiner s’il était opportun de conclure soit une nouvelle Convention, soit un nouveau Protocole à la Convention des Droits de l’Homme destiné à assurer la défense et le développement de l’autonomie locale. Cette Directive a été étudiée par la Sous-Commission No. 12 (des Droits de l’Homme) de la Commission Juridique les 23 juin 1960 et 27 août 1960. Enfin la Sous-Commission No. 8 (des Minorités) de la Commission Juridique a examiné les 27 août 1960 et 5 décembre 1960 une proposition de Directive tendant à compléter la Convention par un Protocole garantissant les droits des minorités nationales.
