Abstract
Looking back one may observe that from its very inception in 1949 and hence long before the notion of the environment became a household word, the Council of Europe has been dealing with numerous problems at the European level concerned with the adaptation of man to different changes taking place in modern industrial societies and vice-versa. This is hardly surprising when one considers the multidisciplinary nature of the organisation—it is competent to deal with almost all questions of public interest except defence — and in view of the fact that environment problems, of course, existed long before it became fashionable to deal with them as a special phenomenon.
