Conseil Nordique et Conseil Ministeriel Nordique

Résumé

Le Conseil Nordique est un organe consultatif au service des Parlements et des Gouvernements des Etats nordiques. C’est en 1952 qu’il a été fondé par le Danemark, l’Islande, la Norvège et la Suède et en 1955 que la Finlande y a adhéré. Les dispositions fondamentales le régissant sont énoncées par le Traité d’Helsinki signé en 1962 et révisé en 1971 et 1974. Le Conseil connaît des problèmes relatifs à la coopération entre Etats nordiques en matières économiques, juridiques, sociales et culturelles et dans les domaines de la protection de l’environnement, des transport et des communications. Il agit en adoptant des recommendations dans le cadre de ses sessions annuelles et en émettant des déclarations d’opinion. Ses recommendations proposent la mise en oeuvre de modalités de coopération par les Gouvernements concernés. A la suite de la révision du Traité d’Helsinki en 1971, il a été instauré un Conseil de Ministres des Pays Nordiques chargé d’assurer la coopération entre les Gouvernements ainsi qu’entre eux et le Conseil Nordique.

Abstract

The Nordic Council is an advisory body to the Nordic Parliaments and Governments. It was founded in 1952 between Denmark, Iceland, Norway and Sweden. Finland joined in 1955. The fundamental provisions regarding the Nordic Council are laid down in the Treaty of Helsinki, signed in 1962 and revised in 1971 and 1974. The Council deals with questions concerning cooperation between the Nordic countries in the economic, legislative, social and cultural fields and regarding environmental protection and communications. The Council acts through adopting recommendations at the annual sessions and by passing declarations of opinion. The recommendations propose cooperation activities to be carried through by the Governments of the countries concerned. By the revision of the Treaty of Helsinki in 1971 a Nordic Council of Ministers was founded, with responsibility for cooperation between the Governments and for that between the Governments and the Nordic Council.
