Abstract
The post of the chief executive is essentially and pre-eminently the focal institution in a local government structure. He is the principal person co-ordinating the representative and staff aspects of the process of local government. The chief executive may be the chairman of the plural executive organ, or he may be a single chief executive with specific individual executive authority in his own right, or he may be both. He may be the mayor (maire, Bürgermeister, or Alcalde) or he may be another official such as a manager.
