Abstract
There is nothing in the postwar history of the German Social Democratic Party to indicate that the oligarchical tendencies of organization discovered by Robert Michels are no longer in effect. On the contrary, as in R. T. MacKenzie’s study of British political parties, “There is ample evidence of the working of what Michels calls the ‘technical’ and ‘psychological’ factors which tend to ensure the emergence of, and retention of power by, a small group of leaders….”1
