Abstract
It has been shown that under the influence of the areal and functional characteristics of drainage the basin emerged or tended to emerge at different periods of history as a legal entity. This process operated long before the idea of river basin unity was formally conceptualized. It has sometimes taken the form of areal unification (i.e., the basin became a political or administrative unit through water use or control), sometimes of functional unification (water resources exploitation was organized with an awareness of the interconnection of drainage), and sometimes of both together. What are the salient points of this legal unity as unfolded in this study and what conclusions can be drawn for its future?
