Abstract

In various countries, World War II and political events in the last five years have given rise to refugee and expellee problems of unprecedented proportions. The total number of persons deprived of their homes and property may at this moment be estimated at 60 millions 1), of which 15 millions 2) live in Western Europe 3) almost exclusively in the economically and socially weakest countries.
