Abstract

It is to be hoped that as a result of future research it will be possible to achieve a natural fusion of that conglomeration of more or less independent and more or less exact branches of science which we refer to as criminology. As far as a universal criminal policy is concerned, perhaps it may be wise to content oneself with an undefined and restrained optimism. It seems to me that something of wishful thinking can be discerned in the warm-hearted but reserved personality of Sir Lionel Fox, in his wise and learned works, as well as in his contributions to the international debate on the prevention of crime and the treatment of offenders. When coming across over-enthusiastic accounts of the possibilities opened up by certain methods he sometimes — using his own phraseology — finds it “necessary to strike a cautionary note.”1
