Abstract

In his book “The English Prison and Borstal Systems” Sir Lionel Fox includes, before commencing his first chapter, a number of quotations which are characteristic of the development of penitentiary thought from Roman times until today: from Carcer ad terrorem aedificatur to Rule 6 of the Prison Rules, 1949, which says:

The purposes of training and treatment of convicted prisoners shall be to establish in them the will to lead a good and useful life on discharge, and to fit them to do so.

The value of open prisons is that they provide the best conditions for effecting the primary purpose of imprisonment, which is to protect society against crime.
