Abstract
What are the positive conclusions to be drawn from our analysis? The answer to this question points in the direction of a comprehensive programme of development, aiming directly at the stepping up of production and productivity. The economic aspect of the problem of development, creating as it does many problems of production, might be seen as a macro-economic problem of the proportions of factors and proportionality. Within this problem the time factor — given the increase in population — forms the most critical variable, and one which cannot be reduced at will.
