Abstract
The question raised in the introduction (Chapter III, ยง 5) was how far the standards of policy conceived in the present-day theory of public finance are applicable in a less developed economy. A mainly negative conclusion from the analysis would only provide a partial answer. A positive contribution will have to indicate the principles and standards on which the government policy in a less developed economy should be based.
