Abstract
The question of jurisdiction over crimes on board aircraft has interested lawyers, ever since the invention of aircraft, over half a century ago.1 It has always been a doubtful question and it was not until well into the sixties that States adopted, at a conference held under the auspices of the International Civil Aviation Organization (ICAO) in Tokyo, in 1963, a convention 2 regulating the rights of States to exercise jurisdiction over crimes committed in aircraft, and generally governing the conduct and activities of people travelling by air.
