Abstract
The efforts of national legal advisers, so the International Law Commission maintains, are “necessarily directed to the implementation of policy.” This statement has, perhaps, an attractive ring of plausibility about it. But how accurate is it when measured empirically? How well have the efforts of one legal adviser the Attorney General of the United States, supported the contention of the International Law Commission ?
