This chapter should not be concluded without a brief reference to the important and much discussed question of the relationship between Community law on the one hand and the national law of the Member States on the other hand This question is a general one which occurs in many instances of the application of the Treaty and has therefore to be examined as a matter of principle. As regards the subject-matter of this book, it would seem that the special provisions of Article 88 have not simplified but complicated its solution for that part of the Treaty with which we are concerned.
