Abstract

The Commission pronounced itself upon the effect of censurable conduct on the part of the claimant in three different kinds of situations:

  1. 1.

    the illegal government act complained of was entirely or partly caused or preceded by illegal conduct on the part of the claimant ;

  2. 2.

    the claim was opposed on the defence that the claimant fled from justice in the respondent State;

  3. 3.

    the claimant gave an untrue or exaggerated account of the facts.
