Abstract
Three centuries ago Grotius formulated the principle of freedom of the sea, a principle which opened the seas not only to a few maritime nations but in fact to all nations of the world. The free and unimpeded use of the seas promoted trade, facilitated navigation, exploration and scientific research and fostered initiative in the exploitation of marine living resources.
