Abstract
Whereas Spain concerns our subject, because her political structure in many respects resembled that of France, English conditions are especially interesting as an antithesis. Absence of absolutism, little eagerness to hold public office, a medieval system of administration, an isolated strategic position, resulting in less military expenditure, and a sounder financial administration are some of the characteristics which distinguish seventeenth-century England from the continental kingdoms.
