Abstract

Procedure of the Security Council is governed by the provisions of the Charter and the Provisional Rules of Procedure of the Council adopted under Article 30 of the Charter. Where there is no conflict between applicable provisions of the Charter and the Provisional Rules of Procedure of the Council, the Charter and the Provisional Rules have equal legal validity.1 Of the several categories of legal questions relating to procedure of the Council, the most important have been the questions relating to the voting in the Council.2
