Zusammenfassung
Die vorliegende Abhandlung behandelt den Ausdruck’ staat’ als Zentralbegriff. Dieser stellt einen völkerrechtlichen Grundbegriff dar. Im Lichte dieser Tatsache erschiene die Annahme gerechtfertigt, daß es von einem solchen völkerrechtlichen Grundbegriff ausgehend und unter Hinweis auf die Völkerrechtslehre, völkerrechtliche Diskussionen und die Staatenpraxis möglich wäre, die Stellung nichtanerkannter Staaten normativ zu klären, denn ein geregelter Oberbegriff ‘Staat’ könnte zur Definition des Unterbegriffs ‘nichtanerkannter Staat’ führen und diesen klar erfassen lassen.
