Abstract
As we observed at the very beginning of this study, it is true that the economic criterion cannot be decisive in a matter like immigration where other and more important elements come into play, viz., the responsibility of Brazil in face of the great international problems of our time. We refer in particular to the urgent need of exploiting its territories and resources with a view to contributing to the increase of the general well-being of humanity. The territorial extent of a nation has a human function, as private property has a social function.
