Abstract
In recent years privatization has been embraced by governments of all political stripes, at every level. Countries from Argentina to Zambia, with market-oriented and socialist governments alike, are exploring the implications of converting state enterprises to private ownership.
The authors acknowledge the substantial editorial assistance of Gordon A. Rogers, Research Associate, and Jeffery Ryan, Kalmbach Fellow, at the William E.
