Abstract

Throughout history the mentally handicapped have been dealt with according to the prevailing view of the time. They have been regarded as objects of reverence and worship, scorn and derision, fear and revulsion, pity and charity, or simply in need of care and protection. More recently, with the rising interest in the rights of the handicapped as persons, many services have been developed with the aim of enabling mentally handicapped people to live as independently as possible in a normal environment.
