Abstract
The original intent of the MLC developers was to establish land ownership by dividing the total area into lots of 25 ha. Each lot was to be owned and operated by a single family. However, as the area developed, private sales resulted in highly altered property sizes so that lots became larger or smaller than 25 ha. In fact, over the years some sixty-five percent of the holdings have decreased in size.1 This tendency toward a minifundium system is examined in detail below.
