Abstract
The first requirement for an agricultural research system is a well developed manpower plan — ‘a plan that looks at the problem, the programme, the priorities and the support available, and puts all this together within a realistic time frame for staff development’ (Gamble et al., 1981). There are, however, very few agricultural research establishments that have carefully planned the types of specialisation required, the optimum number of research workers in each category, the level of competence required, the ratio between research and support personnel, etc.
