Abstract
On November 10, 1978, President Carter signed into law S-3085, the Child Nutrition Amendments of 1978. In this legislation was included provision for continuation of funding for the Special Supplemental Food Program for Women, Infants and Children (WIC). It was characteristic of the history of WIC that this decision by the President was a cliffhanger, with a real possibility of a veto as urged by the Office of Management and Budget. It appears that only last minute intervention by a coalition of groups interested in child nutrition urging the President to sign the bill saved the day for WIC.
