Zusammenfassung

Begreift man Volksdiplomatie als einen spezifischen Umweg der diplomatischen Einflussnahme eines Staates auf den aussenpolitischen Entscheidungsprozess eines anderen Staates, so hat man sich zunächst genaue Vorstellungen über Erfolgsaussichten und den für Erfolge erforderlichen Aufwand zu verschaffen, ehe man Volksdiplomatie mit anderen Methoden internationaler Einflussnahme vergleichen und dann bewerten kann. Dazu bedarf es einer Bestandsaufnahme der möglichen methodologischen Probleme der Volksdiplomatie, wobei besonders auf die Bestimmung des unmittelbaren Adressaten und seiner Stellung zum aussenpolitischen Entscheidungsprozess, die Zweckmässigkeit verschiedener Argumentationsweisen und mögliche Reaktionen und Gegenkräfte zu achten ist.
