Abstract
In the lower Elbe region intensive alterations of the economical and ecological structure are being enacted. Agrarian and recreational areas are changed into industrial and harbour areas. To try to avoid the total destruction of the region as an ecosystem an,,Ecological Load-Carrying Capacity Plan“, ELCP, is demanded. Referring to a recently completed preliminary study, the contents of such a plan are outlined.
