Abstract
Countries with a low GNP should address the issue of an affordable environmental policy. Besides the transfer of environmental technology, this involves a critical assessment of environmental concepts, methodology and information. Priority here should be given to eliminating health risks to humans and minimizing damage to the ecosystem, both of one’s own society and of the world at large. Environmental audits, emergency procedures for episodic information transfer, recycling and down cycling are among the tools mentioned. The resulting dilemmas in environmental policies for low GNP countries are discussed.
