Abstract

Plan and project evaluation have become important activities in modern public planning and administration. Especially in the field of environmental and infrastructure planning, many examples can be found of a systematic assessment and appraisal of alternative policy proposals, also called ex ante evaluation (e.g. see Voogd, 1994). Selective overviews of evaluation approaches can be found in the following books: Cochrane and Zeleny (1973), Lichfield, Kettle and Whitbread (1975), Nijkamp (1980), Kmietowicz and Pearman (1981), Voogd (1983), Shofield (1987), Nijkamp and Voogd (1989), Shefer and Voogd (1990), Nijkamp,Rietveld and Voogd (1990).
