Abstract

The contributions included in Part I offer a synopsis of many of the crucial issues related to transition strategies. Drawing mainly on the experience of Russia and Poland, I will ask three questions: i) how reliable are the data commonly used to describe what happened in the first half of the 1990s? ii) how comparable are policy outcomes over time and across countries? and iii) are the first or second-generation policy debates still relevant now that some countries are advanced enough to shrug off — rightly or not — the “transition” label?
