Abstract

Intergovernmental fiscal relations traditionally has occupied a respectable but small niche in the field of public finance. The major standards or traditional studies from an economic point of view include Maxwell (1965), Musgrave (1965), Break (1967), and Oates (1972). More recent general surveys include those by King (1984), Rubinfeld (1987), and Fisher (1988, 1996). But now a number of recent and very significant policy developments are refocusing attention on intergovernmental fiscal relations and will require, and no doubt induce, substantial new research about the topic. Suddenly, it seems, intergovernmental fiscal relations is at the forefront of public finance policy, both in the United States and other areas of the world.
