Abstract
The primary goal of the Chemical Weapons Convention (CWC) with respect to chemical weapon production facilities (CWPFs) is their destruction. However, there are provisions under the Convention which will allow conversion of CWPFs into: (a) facilities for destruction of chemical weapons (CW); and (b) facilities operating for purposes not prohibited by the CWC, such as commercial production.
