Abstract
The growth during the past few years in the number of laws directed at regulating environmental and safety aspects in industry is well known to everyone. According to Cralley [1], the number of federal laws in the USA which contain aspects relevant to industrial process safety increased more than three-fold in the period between 1960 and 1980. There is no updated information, but it is evident that after 1980 the approval of regulations has accelerated more than ever.
Deep-rooted virtue is justice, according to the wise ancients, may it last forever in the will of just men, and give and share with each one their equal right. And however men may die when justice within never weakens but lives always in the hearts of living men who are straight and good. And the script says that the just man errs seven times each day, for he still cannot do what he should, for nature’s weakness which lives in him, and even so he must make an effort to do good and to fulfil the commandments of justice.
