Abstract
Babul & Rees (1992; MNRAS, 255, 346, hereafter BR92) proposed an idea that low-mass galaxies experiencing their initial starburst at z 1 evolve into the present dwarf ellipticals and that the epoch of decline in the UV background determines when the initial starburst begins.
