Abstract

As in other political fields, a rational ecological policy can be described by a simplified three-step approach:

  • 1st step: Analysis of the status-quo

  • 2nd step: Definition of the desired status

  • 3rd step: Selection of target-oriented reaching strategies This sequence is important. If you miss one step, or driven, for instance, by the political need for short-term action, do not work it out properly, it is very doubtful whether the target will be reached by the selected measures at all or at least in the fastest or most cost-efficient way.
