This presentation1 is divided into two sections:

A brief overview of the World Trade Organization (WTO);

An overview of some issues before the WTO Committee on Trade and Environment, as well as other WTO areas, of potential relevance to an international tradeable emission scheme.

An additional point of reference is the role of state trading enterprises in either the allocation, or internal distribution of permits, or a possible role in the purchasing of reserve emission permits in order to suppress permit cartelization. GATT Article XVII requires that state trading enterprises-that is any enterprise that formally or in effect grants exclusive or special privileges including marketing boards — upholds the principle of non-discrimination.
