Environmental Degradation of the Black Sea: Challenges and Remedies

Abstract

The extremely fragile ecological state of the NW Black Sea, under the direct influence of polluted inflows from the Danube, Dniestr, Dniepr and Bug, is well known. Significant changes have occurred in the benthic and pelagic subecosystems, as a consequence of increasing pollution and eutrophication of this marine environment which has originated from various human activities (agriculture, industry, transport, trade, tourism). These have led to a dramatic decrease of living resources and catches of economically important fishery resources. Accordingly, new research and management programmes for the Black Sea are obviously necessary at the multinational level. This is the best option for a more realistic and efficient way to ameliorate the existing situation.

The Government of Romania is concerned about developing adequate national policies in the field of ecology and environmental protection, which are in agreement with the modern concept of sustainable development. It has therefore encouraged — through the Ministry of Waters, Forests and Environment Protection, the Ministry of Research and Technology, and the Romanian Marine Research Institute (RMRI) participation of all concerned institutions in the ongoing Black Sea programmes which started since 1991 [6, 7, 8, 9, 10]. The main programmes in which the RMRI has participated are the following:

  • • Co-operative Marine Science Programme for the Black Sea (CoMSBlack);

  • • Ecosystem Modelling as a Management Tool for the Black Sea: A Regional Programme of Multi-Institutional Cooperation (NATO-TU Black Sea);

  • • NATO TU-Waves/Black Sea

  • • The Interaction between the River Danube and the North-western Black Sea (EROS 2000/21);

  • • Regional Center for the Black Sea (IOC) — Pilot project 1 and 2;

  • • Environmental Management and Protection of the Black Sea (GEF);

  • • National Integrated Monitoring System/Coastal Monitoring (EEC/PHARE).
