Abstract

Considerable resources have been devoted to research on Multiple Criteria Decision Making (MCDM) during the last 20–30 years. Countless approaches have been suggested, many of which rather ingenious. Little work has been done, however, to synthesise the methods and to discuss how to choose between them. In this paper, we first propose a taxonomy for multiple criteria planning modes. The taxonomy depends on the overall organisation of the investigation, communication and choice activities involved. Next, the multiple costs and benefits of these activities are identified. Furthermore, the relative importance of these costs and benefits is related both to the planning mode and to the contextual characteristics. This provides the basis for a contextual theory of the choice between alternative MCDM planning modes.
