Abstract
Over the last few years, there has been increasing interest in using the assessment process to directly support classroom instruction. For example, the National Commission on Testing and Public Policy recommended that “Testing policies and practices must be reoriented to promote the development of all human talent” (1990). This recommendation was based on a belief that testing was obstructing the educational process rather than supporting it.
