Entry into Force of the Environmental Protocol and Implementation Issues: An Overview

When the Protocol on Environmental Protection to the Antarctic Treaty1 entered into force on 14 January 1998, a new phase commenced for the Antarctic Treaty System (ATS): the phase of implementation of a complex international environmental protection regime. The parties to the Protocol - which in practice predominantly coincide with the group of the Antarctic Treaty Consultative Parties2 are today confronting questions of quite a different nature than those that were discussed when the Protocol was under negotiation, or even after it was adopted.
