Abstract

Dutch special education has developed a wide-ranging system, and maybe because of that it gradually has grown. In 1990 a new national policy has been implemented in which clustering of special and mainstream schools is seen as a way to stop the inflow of pupils in special education. The policy and its evaluation is described in this chapter, showing that some progress has been made, but that the final objective, namely more adaptive instruction for all pupils, has not been achieved yet. This situation and the evaluation research as well are being reflected upon, making comparisons between the situation in the United Kingdom and The Netherlands.
